mon-recommandé-électronique.fr is a solution deployed by Tessi Documents Services that enables you to send 100% electronic tracked & registered mail. Our service can be used by estate agents, condominium managers, insurance professionals, etc.
If you are a private individual and you have received an email notification of an electronic registered letter, this means that the sender has obtained your prior consent to send you an electronic registered letter (ERL). To find out the identity of the sender, you must first acknowledge receipt of your ERL, as you would for registered post. If you do not accept your ERL within 15 days of your email notification, your mail will be rendered inaccessible and the sender will receive proof of no delivery.

An electronic registered letter sent by Tessi Documents services, a service provider qualified by ANSSI, is an electronic registered letter with acknowledgement of receipt that meets the requirements of Article 44 of the eIDAS Regulation and those of Article L100 of the French Post and Electronic Communications Code.
A qualified electronic registered letter (ERL) is the strict equivalent of registered paper letter with acknowledgement of receipt sent by post, as long as it is sent by a qualified trusted service provider, such as Tessi Documents Services.
A qualified ERL must meet the conditions set out in Article 44 of the eIDAS Regulation in order to benefit from a presumption of reliability, and in particular:

A tracked email with acknowledgement of receipt, which complies with article 43.1 of the European eIDAS regulation, can be used as evidence in court because it was sent by Tessi Documents Services, which can prove the reliability of its process. On the other hand, a CSE-AR is not the legal equivalent of registered paper letter because it does not require the recipient's consent, and the recipient does not have to verify his or her identity in order to acknowledge receipt of the electronic mail.
You will be able to access the contents of the electronic registered letter and find out who sent it. The sender will then receive proof of receipt.
The legal effects of an electronic registered letter are the same as for a paper registered letter (Art. 1366 of the French Civil Code). By sending an electronic registered letter to a recipient, the sender benefits from proof of the content sent.

If you reject your ERL, its contents will no longer be accessible to you. It will not be possible to change your choice to "accept" or "disregard" your ERL. The sender will then receive a proof of refusal.
If you disregard your ERL (i.e. if you take no action to accept or refuse it), its content will no longer be accessible to you after the legal deadline of 15 days following its notification. The sender will then receive proof of non-delivery.

So be sure to download and save any electronic items you receive on another medium beforehand. Any electronic transmission that remains pending (status notified) in your personal space at the time of rejection of the T&C will nevertheless remain binding on you in the same way as any other transmission that has not been opened
In order to guarantee equivalence with the paper registered letter with acknowledgement of receipt, your identity must be verified by Tessi Documents Services with a "substantial" level of confidence, before your electronic registered letter is delivered. This substantial level can only be achieved by a physical face-to-face process or one recognised as equivalent to face-to-face by a state body. A certificate for which your identity has been verified face-to-face, a means of identification delivered face-to-face, a substantial digital identity recognised by the state or a PVID-certified remote identity verification process not only guarantee this level of trust but also ensure that you remain on a 100% paperless process when using the Service.
